Shared Well

Concept: This is a non-profit Property Owners Shared Well (POSW). We want to provide more than adequate quality water for up to eleven home sites, with adequate money reserves to repair/replace all equipment and waterlines, at a minimum of work for any homeowner.

  1. Each meter owner will own one share of the POSW or 1/11 of the POSW
  2. Voting will be limited to one vote per Active Meter. 
  3. Meters will be installed at each Tract of land for $500. Once the meter is set the minimum monthly charge is $50/month.
  4. The system is simple but the controller/pump well is complex. We want to maintain the system professionally, without any one property owner responsible for repairs.
  5. We would like to elect a Manager of POSW each year to pay bills, make deposits, and collect meter readings each 6 months, and call approved contractors for repairs. This position should be shared among all Property Owners and the max time one can serve as Manager is 3 years.
  6. Every 12 months minimum, (December) all meters will be read and actual charges computed based on “percentage of water used”.
  7. Charges for the water will be “Total Cost for the period” times “percent of total water used”, plus $25/month reserve, until “Capital Reserve Fund” per meter is $2000. Example: Total electric & repairs for last 12 months is $2600 and total water used is 100,000 gallons. If you used 10,000 gallons (10%) then your charge would be $2600 * 10% = $260 plus ($25 reserve * 12 months) = $300 + $260 = $560
  8. In the Example above you had paid in $50 * 12 months = $300 and only owed $26
  9. The $90 in the above example would go to your “Capital Reserve Account” If your “Capital Reserve Account” is at its max, during the next 6 months,  you would get a $90 credit on your bill.
  10. The “Capital Reserve Fund” is to pay for major improvements/repairs.
  11. Bills will be sent out on email and SMS to your phone. We will try to setup where you can enter your meter readings thru your phone or email.
  12. We are going to try to setup the POSW billing system on the internet, so that there is no requirement for anyone or the POSW to maintain a computer or records. We will ask you to read your meter and get that info to the Manager in a timely manner, but the meter reading may be checked for accuracy.
  13. As long as you own the house you are responsible for your share of the water, (a renter is responsible to you, not the POSW, and cannot be a manager), but when you sell your house your buyer must give the POSW a check for your Capital Reserve in order to obtain water service and the POSW will then give you a check for the same amount.
  14. Every 5 years the water will be sampled and tested by Texas A&M University for Metals and minerals”.

    4. As you can see there has been no change in the water quality and I think it tastes great. My water guy says that the Texas A&M tests need to be done about every five years and that the Bacteriology tests need to be done every 6 to 12 months depending on water usage — so I have started on those and installed an automatic chlorinator which requires 3 gallons of bleach to 30 gallons of water and then it is regulated into the storage tank, depending on usage.

    6. The YASWAKA MICRO controller is very complex and has thousands of parameters. We thought we had it set to “Reset” when Pump House lost power. I believe we have gotten that set as of 2020-09-21.
